Lord Lamont said a rise in income tax, rather than National Insurance contributions, would be “more widely spread” and not hit younger workers as hard. Mr Johnson is expected to outline his plan on Tuesday, alongside a further “manifesto-breaking” move to drop the pensions triple-lock link to earnings, the paper adds.
