Boris Johnson’s expected plan to raise National Insurance contributions to help finance social care dominates Monday’s front pages. The Guardian says the prime minister is facing a “mutiny” within Conservative party ranks as he is poised to break two manifesto commitments on tax and pensions. MPs have told the chief whip they may oppose the measures, according to the Guardian.
