The Sunday Telegraph reports that the Conservatives are “threatening to launch a double-pronged attack against trade unions”. Transport Secretary Grant Shapps has told the paper about plans to bring in laws requiring minimum numbers of rail staff to work during a strike. Separately, the paper says Education Secretary Nadhim Zahawi is examining proposals to bolster the rights of teachers who choose not to join unions.
