The Guardian reports that a powerful standards watchdog has accused Boris Johnson of failing to allay fears that he and his ministers were above in the partygate scandal. The paper says Jonathan Evans, chair of the committee on standards in public life, criticised a planned overhaul of the way the ministerial code is policed, saying the roles of the prime minister’s ethics adviser, Lord Geidt, would be undermined.
