The government has U-turned on plans to scrap all remaining European Union laws by the end of the year – but the Telegraph leads with claims that the civil service is to blame. Kemi Badenoch, the business secretary, blamed Whitehall officials for not “pursuing the meaningful reform” the government committed itself to under Boris Johnson.
