The Daily Telegraph leads on Mr Sunak making “huge decisions to change Britain”, adding that he used his first conference speech to “try to rebrand himself as a force for change in British politics”. Responding to the PM’s announcement that some of HS2 has been scrapped, the paper’s cartoonist Matt Pritchett has drawn someone suggesting to their friend that the way to stop Conservatives “quitting” infrastructure projects is to stop them taking any up in the first place.
